There are times where people say "Damn it" to a teammate after their death, or spam the "missing enemy" ping. Is passive-aggressive behavior against the rules?

I think its fine. Its not like they are out right bashing someone. People have to let out their frustration even a little bit. You shouldn't hold on to feelings.

Just swearing in general doesn't matter 'Fuck' 'Damn it' when you miss a kill or something.

As far as ping spamming '?' this has nothing to do with feelings. Someone spamming ? in your face when you miss skillshots, when you die, or just because they feel like it is distracting no matter what way you look at it.

Miss Fortune walks in to a Veigar's E "Damn it." Something along the lines of scorning people for their misplays without being blatantly offensive.
