people get so salty and give everyone shit all the time and we report them but riot does nothing

thats what people in NA think as well.
But what actually happens is that your reports accumulate against then so it builds enough cases, and when the number of (valid) reports accumulate to a certain point, the system would punish them.
You'll only get to see a "punishment notification" if your report was the report that actually got them punished.
