The ban system?

I readed Nami's text about the ban system.

"10 game chat restriction 25 game chat restriction 14 day account ban Permanent account ban"

But i recently got a 14 day ban. But i only had a 7 game chat restriction before. how does that work? Dosent feel like very good system to me
