Increase leaver penaltys till game is fixed.

The current snowballing (Ignore community) twenty minute game direction were going in - is causing people to leave games a lot more then they used to out of frustration. You either destroy the enemy team, or get destroyed... and since the update I've seen the amount of leavers double.

Before It was winnable on occasion with a 4 vs 5, now were at a state of no return if it happens. There should be extra rules in place as players are leaving the game, for those who still want to play full matches.
