Elo hell is a thing but not because of luck it's because of those games you just matched with someone who doesn't care about climbing and is ready to risk everyone elses LP when they don't get what they want. Today alone I've had 4 games like where someone got filled or their champ got banned so they started complaining and going "troll mode". I think we can all agree majority of people in ranked don't want to lose LP and when crap like this happens you either bite the bullet and hope you win or someone is forced to lose 3 LP and take a leaver buster. There needs to be some sort of system lets lets your team vote to dodge (3 of 5) and noone loses LP or something.

Basically a bad match up could be voted out. Don't like their team comp? Kick someone.
