The new honor system

So I have a question about the new honor system. Does one HAVE to honor a teammate? As it stands in the current system in my view there seems to be no reason to honor in particular. Not just because the honourable person doesn't actually receive much but because there is no personal gain. There are very few games I have where I think "wow, this person deserves and honor" although there are some. So whilst this new system makes it more obvious that one can honor I still feel that the majority will simply opt out of the honor system unless with premades.

Have I misunderstood or can one simply opt out of honoring? Is there a negative impact to not honoring? (apart from the whole "if everyone thought like you no one would get honored" - which is pretty much exactly what happens right now)

There should be no personal gain when honoring someone. It's just there because you think they did a good job and deserve to be recognized for it.

Yeah, there's the option to not honour anyone.

I can answer one part of your questions: I have understood it that it is possible not to honor someone; that can be done by (at least) waiting the timer out. If you don't vote anyone, you don't honor anyone. I guess there are times even that functionality is needed. :(

And you should not be so fast to judge premades. Some of them have strict policy not to honor each other.

Not only do you have the option to not honor anybody, you're actually encouraged not to because honoring every game will decrease your honor's weight value.

Well, Riot just made it to draw player's attention to honor system, because often you can just forget that honor exists, it's just a little reminder that you can honor other players. Ofc nobody is forcing you to honor people.
