It depends. Typically the answer is "No", but if they review your case and determine that the punishment was an error they may reduce or remove the ban. If it was not an error then they will not remove it. If your permaban was for an account compromise you'll just have to submit a recovery ticket, and if it was for a chargeback you'll have to pay it.
What was your ban for, and have you had punishments prior to this?

Unless it was an issue like a chargeback or a mistake on their part then no, Riot generally doesn't undo bans.
Only if riot determines it to be a mistake.
