Annie top used to be really troll remember

ive been sht talked about going NUNU (An actual jungler) before his buff and counter jungling and ganking and doing a good job but because the enemy jungler ganked more (hardly farmed) they said i was worthless

I played annie support before she was popular and people said to take a real support

I played annie top after seeing annie bot play it and my team raged at me before the game even started

I even jungled annie a few times carried and team quicky goes from reporting u you fken sht head to gj annie (gg and not reporting) where the fk is the justice there

Technically in the rules riot said its not really a bannable offence to do something off meta unless they troll and if he trolled then its a problemo.

Then riot should limit ur choices if u get the support role and perma lock the shop till u buy sight stone and make it to where u cant walk away from ur adc past a certain distance till level 8 and require a request before making any decision so ur adc can vote to allow it or not.
