AFKers that aren't AFK

I have just gotten out of an ARAM where someone just simply stated they were not doing anything for 12 minutes of the game because someone would not swap champions with him. He walked around behind towers and insulted those of us who were actually trying. 11 minute n after we nearly had their first tower down, he started to venture out from behind the tower. We ended up winning the game, but its freaking annoying and it is happening more and more. He was reported but it annoys me to no end. Is there a way to automatically Suspend people who, for the first 5 minutes of the game, do no damage and take no damage? At least in ARAM? It is different than if they get disconnected. I would think RIOT could set it to see that. I have fun playing but sadly I play for fun and not to sit and get game after game with people who thow temper tantrums because they don't get the camps they want n ARAM.[zombie-nunu-tears]
