Depends on your punishment level. I got a chat restriction and I could get loot less than 2 weeks after it ended. There was a post about this earlier saying that they won't disclose the exact length of time it takes to lose this restriction, but it isn't an obsurd amount of time so just be patient
other board users have said; 30-40 games without being (validly) reported and they were considered reformed from the system.

You'll get it as long as you stay positive and don't get reported. Riot reinstates rewards on a case by case basis so the more positive and helpful you are the faster you'll get rewards back.
