Why does flamers get punished and trolls/feeders dont ?

I am so furious right now so ill get to the point directly ... Yesterday i played a game as brand midlane ( account IGN : ChainSmoker2) , everything was fine untill alistar went to my midlane and kept spamming his bell ringing emote and GAVE the enemy midlaner a kill he did this intentionally (I HAVE RECORDS ) ! like for real ? i told him to stop but he didnt, Every fight he just stands and spams his emotes (even when we have the advantage i died once cuz we were 2v1 but he stood there doing his emote spam as the cow skin idk what's its name )untill eventually he started running it down mid and giving their team the kills , so i started chatting aggresively with him and yasuo which started trolling and inting just like alistar , the enemy team seemed to have fun with such acts so guess what ? they started to troll us like them as they already knew that they will win , So the game is finished and we reach post game screen i reported them both quietly and i recorded some replays showing how trollish this alistar was , I went to lol support to upload them in a ticket just like this but guess what ? THE SITE BUGGED AT THE END OF THE UPLOAD THAT I WAITED FOR LIKE 2 HOURS .. so i said just screw it it's just a normal game they dont have to get punished anyways , TODAY ! i opened the game just to see the 10-game chat restriction on my account and this was because alistar and the enemy team thought it was fun to ruin my game and my day , so they reported me for idk whatever and they ignored reporting alistar because he was nice to them and gave them kills , BUT SERIOUSLY ?? I GET BANNED CAUSE OF FLAME BUT THEM FEEDERS AND TROLLERS CAN PLAY WITHOUT EVEN GETTING A WARNING ??? i just want someone to spectate my game or check it and see how did this alistar deserved the ban not me
