I have to ask...

Why is this "player" not banned? My last game i played today i join champ select i see 3 players with "socket" in their name are in the lobby. i say to myself ok cool should be an easy win, then immediatley this guy starts calling me "fa&&et" and saying "suck my di##" at this point i have literally said NOTHING in lobby chat. i then reply "rip your account" i want to dodge but i feel like reporting him at the end of the match would be better. i shortly realize that all 4 of them are on a premade team and im the loner here in solo q. anyway one of the other "sockets" do a little flaming for no reason but nothing as bad as the first guy. and the other 2 players do nothing wrong all game. so at the end i report him and expect him to at least get a temp ban. but i can see from his matches he is still happily playing games at this moment and probably treating others the same way. So i ask you riot....WHY?
