You're free to report them for their behavior. If their behavior actually violated the rules, they will be punished.
Just because you decided that your game was ruined and you had a hissy fit because you didn't win does not make their behavior necessarily against the rules. You are not the most important player in League, and others are allowed to have bad games, not listen to you, not do what you want them to, etc. None of that is trolling.
