Ban Trollers in Champ Select

Can we implement a way to ban people that troll in champ select?

I just had to dodge a game to avoid playing with someone that decided to go leona mid because his zed got banned, and made it very apparent that he would troll all game. So now i have to wait 30 minutes to que back up (dodged a game last night because i was tired and decided not to play, but that's besides the point). But the fact that i have to be punished because I didn't want to subject myself to this troll is extremely unfair.
Maybe make it like the surrender vote where 3 people have to agree to kick someone out of champ select if they're trolling? Lets be real right now, This game has gotten so ungodly toxic that it is not even fun most games. Someone is always raging, someone is always crying. Can we at least make it so people that start that shit in champ select get punished and not those that don't want to play with that person?

The vote system is cool but there's way too many situations where it won't work. A single example being groups of 3 or 4 being a thing that just go into games for giggles and troll the other player(s) cause they can't be kicked. Or groups just going in and banning out every player that plays a champ or role that they don't want them to play...I agree that there should be a system to help avoid trolls that are obvious from select but it's not an easy thing to come up with a system that works..

a surrender like option has been asked for awhile now, and to be honest it wont work. Duo's already "own" the votes on surrendering in games already, and its just going to get abused. I do agree something needs to be done, but there really isnt anything (that hasnt been said before) that could potentially work in the long run. Hell ive been accused of being a Troll for playing Leona in any other role than Support. I remember going top with her once, and doing well, and now thats kind of a thing. its really hard to see if someone is trolling till you are actually in game. For all you know they could have been the best Leona in the world, and was only joking around when saying they were going to troll.
