If could personally talk to riot employee about this, that would be great, I mean I report some duo partners that harass me but I'M the one that gets chat restricted the next game. I didn't even do anything wrong, I feel like I'm getting targeted.
As far as what's known, the little message that informs you that the person you reported got punished is pretty inconsistent.
Because one set of reports isn't enough to be punished, they have to have a history of being reported, ie, your reports aren't enough to break the threshold OR they haven't hit it yet.
When you report a player for harrassing you, two more such players appear.
They arent permabanned always at sight. They may have been restricted.
They do, they can hide but eventually their deeds will surface and you will get a very satisfying "Your recent report has been punished" message. Best thing ever.
Don't use chat. Communication won't help you win in a team game, it'll only make problems for you. The chat feature is a trap and should be deleted from the game.
Growing a backbone is one solution to said problem. It helps with standing up to adversity.
