ok so im bronze 3/2 decent mmr (at least i think so) my lanes are useably my fault cuz I'm shit at the game but i can 70% of the time at least hold my own or go even in lane why am i getting stuck with people who are bronze 5 0 LP with lower than 30% win rate when I'm on chat restriction but when off chat restriction I'm with people around 45-60% win rates is this part of the punishment? or to make people like me more toxic than before?

No, being chat restricted does not change your MMR or who you are playing with and against. If you are playing with 30% winrate Bronze 5s, then your MMR is not as high as you think it is.

According to op.gg (not perfect I know) - you have approximately a bronze 4 mmr. You are not as good as you think you are.
