How Long Has the Tribunal Been Down for Maintenance?

I have some questions about the tribunal. It seems like it is ALWAYS down for maintenance, like for years now. Is it working in the meantime? Does it have an expected non-maintainance ETA?

It will never be back. It was viable when the community was small enough to have human intervention, like CS GO, but the game is to big now.
