Pregame Lobby behavior.

I just wanted to throw out an idea, see the response. Has anyone thought of creating a report option in pregame lobby because players constantly give up and troll before the game even started. For example today we had a top laner pick ornn so because the "bottom" picker didn't like the new champion and said that ornn is a troll, he then threw the game before it even started by picking xin zhao adc. This is obviously a terrible idea and can be fun to do in normals but like many others I take ranked seriously. This resulted in me dodging the game and losing LP but I can't dodge all the time with timer penalties. I have to do this so often(once or twice a day) it'd be nice to at least report him. Then again, that option could be very abused in pregame lobbies. This crap happens all the time... so share your thoughts!

This is exactly the reason Riot is leery to implement a pregame report.

You cannot report someone for picking an off meta champion, be it AI, normals, or ranked.

Based on the evidence given, it doesn't look to me like they want to report the player for picking off-meta.

They seem to want to report the player for, throwing a childish tantrum over a teammate's choice and threatening to ruin the game out of revenge.

IMO that's a fair reason to report someone.

That said I agree with you, lots of players would abuse the lobby reports, and Riot is likely not yet prepared to deal with the volume of data and reports that would create which would then need reviewing.

Those are reportable as chat offenses, yes, but I'm just pointing out that the OP said this:

he then threw the game before it even started by picking xin zhao adc. This is obviously a terrible idea and can be fun to do in normals but like many others I take ranked seriously. This resulted in me dodging the game and losing LP but I can't dodge all the time with timer penalties. I have to do this so often(once or twice a day) it'd be nice to at least report him

That portion leads me to believe OP wants to report that person simply for picking an off meta ADC. If that xin was toxic, yes, that is a chat offense, but OP would very likely (as would 70+% of the community) abuse the feature reporting people picking off meta.

Fair enough. Although, OP also said this:

...because the "bottom" picker didn't like the new champion and said that ornn is a troll...

Because of the above, I still suspect that the bottom laner did it out of revenge, and not out of desire to play off-meta.

I'll reiterate again that I agree with you, I don't want to make it easier for players to retaliate against other players for picking off-meta.

I agree with you. It's suspect.

I also know that I have absolutely no clue who that person is or what was going through their head when they picked it, and if I were to try and assume/guess what was going through their head and issue a punishment for it, I'd be no better than the firemen in Fahrenheit 451.

With you on that 100%

I agree they shouldn't allow you to report for picking off meta. As you can see though I would be reporting for saying in chat that the pick of xin zhao is only out of spite against ornn and that the mentality of the player was clearly revenge, hate, spite ect.

Please tell me where you got a crystal ball that allows you to see their intent and mentality. I'd love one.

That's not how it works.

Riot does not punish people based on what you, one player, think their intent was.

What if they were going to pick that anyway, regardless of the happenings?

Picking off meta is never punishable. Negative communication is, but not picking off meta.

How many different ways does someone have to say that i am not reporting for picking off meta. The Ornn pick in itself could be considered off meta. It's pretty crystal clear that the report is for griefing and negative attitude in chat and pregame lobby which is indeed already a damn option in the report list. So if people get off their high horse of "you know nothing of a person's intent" and think, "wow this person said these words, which have meanings in the dictionary, that can then correlate to the conclusion of throwing the game intentionally out of hate for another persons pick. You can't just keep claiming ignorance of common English knowledge. If in the situation thus explained the player were to pick off meta without saying anything negative, hateful, spiteful, any other word you may need to look up in the dictionary for that words "intent" , then I wouldn't want to report him.
