Reporting Player in Pregame Lobbies

Alright, so I'm sure that I'm not the only one that has this sort of issue. You go into a game, and you have a player who refuses to go anywhere other than their role that they called, even though it's draft pick and they waited til it was their turn (4th or 5th pick) to say where they were going, showing they really don't care about anyone else. Even though everyone else tells them that the role has already been taken, they still only respond with same thing. "Top." You want to dodge so you don't have to play a game that was lost in champ select, but if you do YOU will be the one punished, not the stubborn player. What do?
This is only one example of the many issues you can have with players in pregame lobby. These are the players you wish weren't there, but the sad truth is that they are. That's why I want some sort of report system for the pregame lobby. It could have simple options such as the "Refusal to Cooperate with Team" option, as well as the "more details" box for other random options. It would be especially nice if a single person is reported by more than one person in the pregame (maybe even 3 people, if need be) it would put everyone except that player back into queue in order to search for a game without that person, possibly also punishing the person with a short wait to help keep them out of the game of everyone else, scaling up with the amount of times it's happened.
I feel that adding this as an option could majorly help out players in both normal games and ranked games by improving the player experience overall and helping them to have a better game and hopefully not be stuck down in lower ELOs due to players trolling in ranked games. You aren't forced to play through a lost game just in order to report them after the game, and I'm not even sure that the report includes champ select.
Once again, I'm unsure if this is the correct place for this, but I'd like to know what you guys think. Thanks for taking the time to read this.
