Why is the chat ban system so ridiculous?

I recently received a justified, 10 game chat restriction. Now I have no complaints about that because I had been toxic.

Now what I am not ok with is that I just received another 25 GAME chat restricition because someone reported me for verbal when the only thing I had said all game was probably asking the bot lane to play safe because they were dying non-stop. Then the lucian starts flaming about this that and the other thing saying he is going to report me after the game. Now after the game, I received a message about summon behavior and all of that jazz. Come to find out that i had been given another chat restriction after a game that i wasn't even being toxic to my team.

Truly don't understand this.

You should have received a reform card with your recent chat logs. If you could post that, we can see if all you really said was "play safe".

Welcome to riots system. Having had one 10 game ban, I know that you can only type 5 lines at any one time (which is retarded and hampers team play when there's nothing that indicates "here's a ward etc"). Unless you went off in either the pre game or post game lobby, which again, if you have a chat ban why isn't it carried over into the post and pre game lobby is beyond me and really stupid on riots part, as well as keeping people muted that you mute throughout the course of the game.. then I think it's just a false report that riot didn't even look at, saw you had a chat ban and figured "play safe" was offensive language..
