Can Riot please answer me on AFK due to high ping issue?

So I've noticed that many many people use the excuse of "it's not his fault" to explain why they shouldn't be reported for afk when they're simply sitting in lane (not farming, not moving), because they have a 2k ping, then dying because ofc, they're simply standing still.

Can Riot please explain to me why this may be a valid excuse? In my eyes, whether ur afk due to ur own fault or not (or even intentional or not) is irrelevant. Due to an afk player, others had a negative experience, which is what leaverbuster is trying to punish to begin with: giving others a bad experience.

At first I've dismissed it as duos trying to buddy-up the afk guy, but I noticed that many people seem to share this idea.

Leaver Buster will punish for inactivity whether they had high ping, disconnected or legitimately just didn't feel like playing. You don't have to worry about "valid" excuses. Leaver Buster works independently of reports anyway.

Probably because that person is a friend of theirs who might legitimately be having connection troubles. Sometimes it happens. LeaverBuster will catch them if they're AFK even if you don't report it, but sometimes someone will be disconnecting and reconnecting on and off due to problems outside their control. It's certainly frustrating, but in those cases I personally err on the side of "it's happened to me before, and I understand their frustration as much as I understand my own."

So it works, sometimes. I'm much less likely to report someone who has friends tell me something like "I got a text. His power went out. Really sorry, guys. Don't report him, please," than I would be to report someone who just is AFK in base.

Again, LeaverBuster will punish AFKing anyway. I don't always need to add fuel to the fire. :)

There should be a warning (or at least some notice) when you enter a game if you are being forced into a bunch of premades.

One day Riot will find out that when they actually share this information with the players that the majority will dodge these games because the odds of getting a toxic increase horribly.
