earning s tokens while ineligible for loot

ive recently came back form a 14 day ban and after every game it says "ineligible to receive loot due to recent behavioral issues" but today i played volibear and got and s and it gave me a token is it always like this or are there circumstances to earn other rewards while still ineligible?
