Chat bans aren't: "What this guy said was worse then what I said so I shouldn't get punished". Harassing someone is still bad for any reason. Report the other players and hope the system takes care of it.

Both parties are responsible for their own behavior, and neither justifies the other. If someone is being a jerk, mute and report them; when you lower yourself to their level and retaliate with toxicity you just foster the negative environment and become a problem to your team just the same.

Punishment is also typically done after a consistent history of negative behavior, not just a few games. If one person is punished while the other is not even though they are committing equally punishable offenses, most likely it just means the other is not consistently like that. If they continue that behavior then your reports against them will have weight and help get them punished in the future, though.
