Does Riot Except Toxic People?

I have played some games recently and realized I am having to report at least one person for flaming in game or throwing or for what ever reason is this acceptable now? I remember I was feeding on purpose ONE ranked game a long time ago it was the first time I did it and I'm not toxic sure once a while I get mad and say ARE YOU SERIOUS WHY ARE YOU DOING THIS as all of us do sometimes for something a team mate does stupid (am I right or just toxic?) at the time when I was doing it 2 other teammates including me were doing it too feeding kills for one game and one of the people were my friends and I was the only one that got a 14 week suspension my friend didn't or that random.My question is riot okay with some people trolling or being toxic and just not okay with some being toxic or trolling.I have had to endure a lot of toxic and trolling people recently and not one of them is getting any sort of punishment I just don't think it's fair for people like me that aren't toxic or don't feed for stupid reasons or quit cause they fed and ruin the game for my team i'm just tired of seeing these people in my game and not getting any sort of punishment. Is this happening to any other people or am I just wrong i'm posting this comment because no joke the 4th game that someone has occurred in my games recently.I didn't lose all 4 I won a game but barely won that one cause the team was getting really mad for no reason.I'm just tired of seeing these people can anyone back me up on this or no?
