This guy if dumb sometimes but he never really means what he says. Whatever perma ban he obtained from these derogatory terms wasnt the voice of opinion he truly thought. Hopefully he will get unbanned and be able to play with perhaps a chat restrictions his acc is <removed by moderation>
Your friend will remain banned. Regardless of what his personal opinions may be, what matters is how he acts when using the League client. Hate speech and support of a genocidal dictator are not appropriate jokes, and never will be. Sometimes our choices have consequences that are not reversible, and, in this instance, his decision to "joke around" in this manner has the consequence of a permanent ban. He may not have personally meant anything by it, but that doesn't mean the words somehow mean something else, or become more acceptable.
It's highly unlikely that a cat walked on the keyboard and hit those keys in sequential order so I'm going to assume it was intentional.
Whether or not he said it to be hurtful or inflammatory just for shits and giggles, did still intentionally say it. Therefore, his punishment is proper.
Riot has repeatedly said that properly issued behavioral punishments will not be reversed... and it sounds like it's a properly issued punishment based on what you described.
I think Djinn summed it up fairly well, but I would also like to note, if he's permabanned then it wasn't his first offense.
Hate speech is considered zero-tolerance and is met with a 14-day suspension first offense. You just don't get permabanned for the first time. So not only did he know what he was saying, he had a chance to rectify that behavior before it escalated to a permanent suspension.

The "I never really meant it" defense is laughable.
Your friend may have been "joking", but he was also being very insensitive. You don't know if a certain league player in your game(s) had a loved one who survived the atrocities of the Holocaust. The remarks from your friend may have hurt that league player in question personally, possibly to an extreme degree (you'll never know). Tell your friend to watch what he says, because people can get hurt as easy as 123, with just ONE comment, even if it was intended as a joke. There are more dumb, but less edgy alternatives your friend could've used. Words hurt more than a fed Zed.
It's not hard to make another account. Just do not say that in games. That's even easier.

Pretty sure that's considered Naming and Shaming. Even if it's unintentional as people could use the excuse of "This is my friend" in order to shame someone.

I mean, what he said is technically hate speech and is generally frowned upon. I don't think Riot would unban him.
While I wouldn't find it offensive and can see the potential joke, someone else might take offence to it (which is probably what happened considering someone reported him for what he said).
