Question about Howling Abyss

I'm pretty new to the game (only level 21) and I've noticed recently that while I'm playing in Howling Abyss my team will always have one person who ignores any kind of logic and ends up 0/32 or something similar. I've seen people try to 1v5 the enemy team, stand under the tower while they're getting killed and not move, and just do stupid stuff in general. I'm no stranger to online games and have seen how 3rd party software users act, I'm wondering if this is one of those cases. Normally, though, I'd expect them to actually be good if they were using an outside program.

Am I missing something? Are these people just that bad or are their programs just that bad?

Most of them are scripts setup to join games and move around to avoid leaver buster.

Riot doesn't seem to care much, which is typical of them. If there is a problem they just ignore it, once it becomes to big to ignore they slap a little bandage on it and say "there all better".

Don't expect much good from this game.

RIOT is actively working on a way to remove bots from the game.
