The hextech crafting is a awesome thing, however it has a bunch of people, most of the community I'd say, flustered, because if you have had any form of warning (chat ban) and a ban in general in the past up to 4 months, you are ineligible to benefit from this knew system. On this post on the LoL forms, the OP is stating that this is what people wanted. A way to reward and at the same time punish people for behavior on the Rift. However this has taken a turn for the worst because people are feeling like they are getting punished further than their "warnings" in month prior to the launch. One thing that I think Riot and a lot of us think is that any one who is "punished" is the spawn of Satan and Hitler himself when in reality we all have the days where we are under-stress and are getting flamed by the enemy team and your own team for giving up first blood or what ever bullshit reason and we just snap. We call one person a bitch and all of a sudden the ones doing the harassing in game by letting you die to an enemy or not leashing are the victims. In reality when one person is a punished for being toxic, everyone in the game (give or take a few) should all be getting punished. There is always two sides to the story.

The comment section of this post is where thing get interesting. Countless post on how disconnected people feel from, people that feel treated unfairly. Not all people are mad because they don't get free stuff, most, if not all of them are more angry on the "reform" system. No one knows what qualifies as reformed or what to do to get there. Riot has released no information on this except the bullshit excuse that they're "working on a clearer explanation", especially since they blindsided everyone with the crafting's link to positive behavior in the first place. The fact that makes more people confused and frustrated is that IP is not reduced when on a ban or chat restriction.

if you go to prison you can work in prison and gt about 25 cents an hour. If you get a chat ban on LoL you get the same money paid out, however you don't get hextech boxes until you are "reformed".

See, this would all be senseless winning if I didn't provide an idea on how to fix it. How I would like it to be fixed is if riot released a better punishment system with a reform system on it as well, I also think that it would be more of an impact if Riot let everyone start clean and set a clear boundary of what they expect and what actions will be pursued if violated. I also think that that IP should be conected to the punishment as well as hextech crafting. No more disconnect Riot.

What do you suggest they do?

You are seeing too much of one side. Think of the actual amount of people that get restrictions and are affected by this. Not much. It's just the boards inflates it. Riot created free stuff, and decided to only allow it for clean slate accounts. I'd say it ends there.

I downvoted and here's why: The majority of the community isn't bothered, because the majority aren't affected at all by this. My suggestion is that you can't have the pudding if you don't eat your meat. Play nice, don't flame, don't rise to bait - some day the restriction will go away. Simple.

I agree that riot needs to lay out what it takes to be considered reformed and they really shouldn't have known that needed to be done on day 1. I also would say the decision to have it tell you that you are ineligible every time is questionable at best.

That said, we are talking about free stuff. That is what the hextech system does. It gives you free stuff. It is a reward for both playing well and behaving well.

I guess I haven't looked too deeply into the specifics since I don't care much about the hextech system to begin with, but restricted players can still buy and use the system they just don't earn free chests/keys right?

The IP argument just seems like grasping at straws to me. I guess it is technically a reward, but it is a staple of the game and is required to progress in the game.

You don't get punishments for having a once in a blue moon meltdown. You have to display chronic negativity before the system does anything.

Just putting this out here since it IS being worked on for how long it does take to be reformed. Though from what I understand the time for full reform may vary from player to player.

We're working on putting out a better explanation for this. For players that are punished by the Instant Feedback system and work off the punishment, they will still be restricted from earning Hextech chests or keys for a period while the system ensures that they have reformed their behavior. There is no fixed interval here - if you continue to play with sportsmanlike behavior, you'll eventually get back into good standing. We're looking into making a player's status more clear/visible to help avoid this kind of confusion.
