it's not fair to give me leaverbuster because on my street all eletrics panel are in mentenance and i was kicked from game becasue i haven't any connection to networ solve that -_-

I agree with you, but you shouldn't get the leaverbuster for afk'ing only one game... at least few of them in a certain amount of time. And your example of electricity loss is the exact reason why.
Are you sure that's the only game you afk'd this month?
Unless they've changed the algorhythms, even a level 1 leave will only trigger a warning for the first one. Beyond that, the sensitivity is partially based on total account history, so a level 10 player will hit the leaver penalty in fewer games than a player with several hundred clean games.
