This guy flamed me all game and he really got me at the end here. Just trying to actually make sure this player gets punished cause i feel like the report button doesnt do anything.

It does. Especially if you utilize the comment box.
However if you truely feel that you need to make sure someone sees, you can send in a support ticket and they can take a look at it.
Naming and shaming is against the Universal Rules. Just saying, buddy.
The report button is best, especially adding a comment like Wolfcub2000 stated. It's way better than a support ticket since it sticks your report to the match history of the game they flamed in so Riot can very easily find the context and logs to check.
