so if my computer shat itself before the game and i had to restart it (which took a long time) should i still be punished for it?

It sucks when that happens, but the answer is yes. Without any kind of repercussion, players would be able to trick the system and get free dodges whenever they felt like it, and players with legitimate problems would have no incentive to fix it.
You also have to think of the other players on your team; do they deserve an afk, regardless of the reason?
To follow up on what Deep Terror Nami said, Riot also has no way of knowing WHY your connection dropped. They don't know the difference between technical troubles or you pulling your router cable out of frustration. Since they can't possibly know the reason, they go by the outcome -- four other players are now stuck in a 4v5.
