Ive been dishonorable for around 4 months now. I had a one week ban which I waited and now have been on my best behavior yet im still level 0. Can you fix my honor level I think something is broken? I get honored most of the games I play.

Everyone should be getting reported frequently. I've been told multiple times on forums that any report reduces the chances of increasing honor level.
But everyone gets reported. Making it play into keeping you at whatever honor level is just annoying.
Head Connoisseur1 votesReports on their own don't actually do anything. They just trigger either the system, or a Rioter to look into it and see if anything seems worthy of a punishment. Nothing worthy of a punishment = no punishment doled. You could be x9'd every game, but if nothing you did was deserving of a punishment, you could still gain honor (albeit slowly, since getting honored after games speeds up the honor leveling).

As in, it doesn't matter if it triggers a punishment or a mark on the acc or whatever. ANY report could potentially lower honor leveling
BlueThingamajig2 votesGenerally speaking, if you're still honor level 0, you probably aren't being as sportsmanlike as you think you are. There's a grey area between "being banned" and "being neutral/positive" that you are likely in. It might be possible to ask support for logs of recent games you've played, to review for mediocre behaviors that aren't punished.
