ugg riots punishments

so just got chat restricted. i wasn't being nice but it was pretty mild. haven't been chat restricted since like January and that was tier 1 restriction. its been like 9 months and i get a 10 game restriction(i think tier 2). i'm not upset i got restricted because i did a curse word 3 times. Though being threatened to be banned for hate crimes did rile me up. this all started after i didn't let our female junglers girl friend take the rift herald because she was the adc. (only works on solo lanes) i was violently chewed out and threatened. second game was far more tamed then this. its what ever its not like im innocent im just curious why when its been 9-10 months since my last chat restriction that it wouldn't be a teir 1 restriction.
