How does someone telling me to kill myself one game and someone else banning a champ I clearly hovered result in me being banned? and the chat is not as toxic compared to other stuff I've seen people get permabanned for.

Game 1: Consistent harassment of your teammates (namely Zilean), calls to report, as well as repeating zero tolerance phrases.

Game 2: Harassment and report calling to the Morgana

When you are on your final warning, any validated instance of toxicity will get you banned. To Riot, if you can't go clean and refuse to be toxic in the face of losing your account, then you don't deserve that account.

It doesn't. You are never punished for anyone else's behavior, only your own.

That doesn't matter. The system doesn't look and see if you were as toxic as anyone else, it looks to see if you were toxic at all. In this case, you definitely were, so you were escalated to the next punishment tier, which just so happened to be a permanent ban. When you received your 14 day ban, your reform card specifically says that if you continue your behavior, you will be permanently banned.. You were on extremely thin ice, and you still refused to change.
