Essence Reaver can give you 30% from your critical alone.
He's also clearly running scaling CDR runes, as his numbers change when he levels.
Example at 4:30, when he levels up and dies, his CDR goes from 3% to 4%.
He has 9% CDR from runes and then an additional 29-30% CDR from the Essence Reaver stats.
How do you not understand the interaction between Essence Reaver and Zeal items?
