Riot has a policy that you are responsible for your own actions. This means that if you report someone for flaming you and they did indeed flame you, they get punished but also that if you flame them back and you get reported, you get punished for flaming them back as well.

If you had a 2 week ban prior to this, I would not be surprised that this led to a permaban. In 2 week bans, they tell you that your next punishment becomes elevated to a permaban. If you failed to read this in your 2 week ban, then that's your own fault for not reading your reform card.
