This isn't the place to contact Riot. If you want to contact Riot you can do so through a support ticket.
Riot doesn't do unbans currently unless the ban was a false positive, which in your case it probably wasn't. You already had chances to reform between punishments, and you failed to do so.
chance of you getting unbanned are slim to none, best bet is sucking it up, making a new account and working on not being toxic and following the rules to never get banned again :D
Sorry but Permaban means Permanent. They aren't going to unban it, but feel free to make a new one.
