This is not a request to be unbanned on this account, I want to ask if I could, if I can prove it is my account (Which I can), have access to the friends list off of it, I had alot of friends I played with daily and not being able to contact them really sucks.

The goal of a permaban is to get you away from league cos they deemed you to be not a good health for the game.
So they certainly won't give you incentives (getting your friends list back) in having a new accont.
