Permabanned Rant / Idea?

im sure this is going to be like every single person ever complaining about how there account got permabanned and i myself fully understand that i was given multiple chances and loads of input by riot to not be toxic and well it happened again. Now my account is permabanned and me being me i want my account back as do everyone who has gotten permabanned. Let me say i was first of all not the brightest to spend 2 thousand dollars on a game and i completely understand i will never be able to get that money back but having my account back would be awesome. Recently i reached again out to riots support team where the stated that i could create a new account and continue playing on that one but never have access to my old account. Great i understand not accessing my old account but why would you allow me to create new accounts and letting me spread my toxicity and on the flip side if im being a positive player and doing good for the community why would i never be able to receive my account back if i have evidence to back myself up. All im trying to say is i understand the ban and i get it but i feel as if riot it just in some scheme to get more money and honestly id spend more money on the game but never on a new account.
