Can we get a system that stops people we report from being in our games?

This has happened to me a couple of times, but it is the first time that this has happened in ranked. I played a game with a player who once his team made one mistake, he immediately began to rage on his team, flame them, intentionally feed, and use his cool downs so that he would not have them for important fights. After reporting him, I waited a couple of minutes and queued up hoping I avoided him.

Sure enough, he was the first pick on my team for that next game. I contemplated dodging (I hate dodging, but understand that sometimes it makes more sense) but decided I would give him another shot. Everything seemed to be going well for a while, but our bot and mid lane fell behind and he started to rage on them and insisting we should surrender. We even had a chance to comeback with a sneaky baron, but he intentionally walked into the enemy team to lose his buff. And we were unable to hold them off 4v5 and lost our chance to mount a comeback with baron.

After that he continued to walk into them on purpose to give kills, and would use his ultimate and flash out of combat in our base. I understand that it can be hard to comeback, but it can be done. Eventually we were aced and lost the game, but after the game was over what really got me was that he bragged about being able to prevent me from winning for the second strait game.

I understand that no system can be perfect, and that some people are just out there to be annoying, but I had assumed the ranked system would prevent me from being teamed up again with people that I had reported. Particularly immediately the next game. I can understand if a permanent on team ban is not feasible, but couldn't we at least have a grace period where they are not teamed with us? His comment post game really made me feel like it was not only intentional but targeted the second game.

You want hour long queue times? That's what you would eventually get. This is the reason why Riot won't implement such a system. You can block them and never see they're chat again.

In the case that you mentioned, that person would absolutely be punished by Riot. Report them.

No. rito would rather you play with trolls in back to back to back games than have someone "report" all the sucky teammates/op opponents in their games to prevent playing with them again.
