[Suggestion] add a reporting option during the champselect screen.

I have suggested a few times to Riot to add a reporting option during champselect, and possibly make it that it notifies the player immediately of his bad behavior, and a punishment if such behavior continues.

The story: in a few of my games, we had people getting autofill support, one of them was toxic from the champselect, cursing and trolling, and saying that he will troll, so far so cool, no one gave him attention and one player was nice enough to give him his ADC role, the toxic player took the adc role and continued saying that he will troll (again no one was toxic to him or bothered him), if i wasn't in my series i would have dodged. And guess what? that player again for no apperant reason, really trolled, and really intentionally fed, like he went mid and gave a kill and wrote that, and wrote "now im going top" and did feed there too... he went afk 3 times and said he was "making coffee", leaving the enemy to take our inhibitors. But we won 4 vs 5 while he was still trolling because all lanes were ahead except for his and most of "our" deaths were ones where he intentionally fed. i reported the player, but never received a message that he was punished (maybe my teammates didn't bother to report him because we won). such games make the league of legends experience so bad and frustrating, and it can be prevented by adding an option to report him during the champ select. there are many other cases usually involving autofill supports (if you play enough) but this was the most recent one, also my last recent game we had an autofill support with the same farm as the ADC (150+ CS), he was trolling and we eventually lost. those cases are in ranked games.

As long as sarcasm and shit isnt punishable in it. Like if someone says im a troll because of my pick (like anivia bot i love to do) and i go "yeah totally trolling dude" in response, do i get banned even though i had no intention of trolling? Does he get banned for accusing me of trolling? I dont like the idea personally, but I'm not gonna say its a bad idea. I'd just like to know what exactly would be punishable in the lobby first.

Also, are you saying if you report, you can freely dodge without repercussions? How does it save you from playing with those people in your example?
