Is this a joke Riot

So basically I get into a Ranked flex game with a cancer jungle who runs it down every lane (but mostly my lane) feeding and going 0/19/0 and being just overall toxic. I've seen friends of mine get perm banned for going 1/7 and this guy somehow goes 0/19/0 with 5/6 people who said they would report him (atleast 3 did) and he gets zero repercussion (as seen in the second picture he is still feeding/playing games). Perhaps the funnier part of all this is how I get a 25 game chat restriction on one report for calling him out about his inting claiming (this part is funny) I was being "unsportsmanlike"... This is why I haven't given riot any money in the past six months as they continue to disregard their customers and have the audacity to mute me but not ban a guy who obviously intentionally fed in a ranked game and after the game referred to me as a "stupid" ehm "n-word" after the game.
