Report them at the end of the game. It's not under your control if someone gets banned, but you can help bring someone's poor behavior to the attention of the banning system.

Plain and simply, you cannot ban someone. Only Riot can dispense punishments to it's players. But you can report them. If they violate the rules enough times, they will reach the punishment threshold, and will be issued a punishment. Which punishment they receive depends on how many punishments they have had in the recent past. There are four levels of punishment.

Tier 1: 10 game chat restriction Tier 2: 25 game chat restriction Tier 3: 14 day temporary suspension Tier 4: Permanent suspension

If a person has had no prior punishments, and they are not reported for extreme hate speech, then their first punishment will likely be the 10 game chat restriction, not a ban. However, in the cases of extreme toxicity or hate speech, Riot does sometimes skip levels of punishment and move directly to a temporary or permanent suspension.

Hire yourself to riot and ban him. But seriously, you can report nothing else.
