So I slept on what you said. Most of the time, when someone comes to the behavior forum and they say that they have multiple permabans, there isn't much I can do for them. There will always be a certain percentage of people who just shouldn't play League. Riot understands this. Over the years, I have watched them refine their systems for detecting and removing these people.
I am, at least for the time being, going to try and assume that you are not one of those people. I'm going to start with the idea that you're just really, really passionate about League. 10+ accounts speaks to that.
In case you're wondering why I'm speaking to you this way, you should know that one of my hobbies is helping people keep their account. I have been doing it for so long that Riot made me part of a volunteer group that does this sort of thing. You can look up the Arbiters in the sticky at the top of the board.

I wrote this - Two Tribes: Why you don't understand your ban - almost four years ago now. I think it's especially relevant.
The spectrum of League players can be divided into two rough groups. In the first group, skill and performance trump attitude. The farther one goes in this direction, the less and less they care about anything but winning. This is the competitive camp. The problem with this group is that it cannibalizes itself, as someone always has to be the loser.
The other group is more social and tends to prioritize the experience over the outcome. This doesn't mean that they're happy to lose. It means that being treated badly makes them less happy more unhappy than losing. Note that this definition is proportional. You can have very competitive social players, it's what they care about more that defines them.
From the Reform Card you linked, I'm guessing that you're a competitive-type player who uses passive-aggressive sarcasm when they're frustrated. I'm also guessing that you are doubly frustrated at not understanding why the people you hate - the leavers, feeders and so on - don't seem to get punished, while you get banned over and over.
You have to understand that Riot bans the bejeesus out of leavers and feeders. Players consistently say that these are the things that they hate most about the game and Riot feels exactly the same way. I have long since lost count of the number of people who come to the forums to argue that their ban shouldn't count because they were having a temporary computer or internet problem or that it was okay because the match was obviously lost. These complaints have always been more common than behavior bans.
Now, just because one thing is awful doesn't mean that we can't care about something that is slightly less awful. You have to understand that the League community cares about verbal toxicity too. The Tribunal stats made this perfectly clear, especially when it comes to things like racism and homophobia. The average player has zero tolerance for that sort of nonsense.

What you have to understand - and if you take nothing else from what I'm saying, please take this - is that this isn't a question of strength. League is something we do for fun. It's just like the person who smokes in the non-smoking section of a restaurant or who talks through a movie. I can absolutely tolerate that sort of thing - I can tolerate pretty much anything. The point is that I shouldn't have to.
