When is the tribunal system going to work again. As far as i know its like already under maintenance for more than 6 month

Tribunal wont be coming back until sometime after the League Client Update. Even then it's not a guarantee.
It's been out for over 2 years because it was a faulty and easily abused system. So there was no reason to keep it.
Hopefully never, the tribunal made little kids with social problems a little too mouthy in game. Rather just have them rant toxic and get reported than act like white knights.
