insanely Islamophobic and no ban?

In one of my silver games i had a completely racist player, he called people Muslim jihadist he talked about cutting off a Muslim girls hijab, and he kept insulting the religion for a solid 20 mins, i had to play a 40 min game with this guy and i wanted to mute him but i wanted to use some of his quotes in the report system to get him banned so i didn't. He completely offended me and my religion and he didn't get banned, this is ironic as i reported someone for homophobia and instantly got a response but when it come to Islamophobia nothing? i was completely offended and I pray someone do something about this or i will lose faith in this system. his name is milzan and this game was on the 14/7/17 EU west, i did tell him to stop and that what he was saying was out of hand and that i am Muslim but to no avail. Is Islamophobia just not a priority for RIOT? if not just tell me and i will stop playing the game, or any game created by riot. To think i wanted to work for you as well in the future. If this is viewed by a riot employee then that the link to said game and he was the Gragas.
