Do people even get ban if i report them
how many reports dose it take until someone gets banned?

Depends on the crime, but a lot. Only the very worst players get banned.
Its not about ammount of reports, it about ammount of games person gets reported in. Only 1 report per game counts, even if 9 people report person it counts same as if only 1 person reported. Person need to be reported in multiple games, breaking rules to be punished. Also ban is rarely first punishment, its either ranked restrictions or chat restrictions.
