Player too toxic to be ignored

I have just recently played a game with what I consider someone to toxic to be ignored. He started the game by so eloquently saying, "I hope you ******* have more than two brain cells". From here, he instalocked soraka jungle since his sion got taken, and seemed to really look forward to costing us lp. He also let us know that he was muting us and refusing to say anything, since doing so would make reporting him useless. He says he does this all the time, and if that is the case and he can do that and get away with it because he doesn't speak in the game that is an absolute joke. I have no idea if I am allowed to post his summoner name on here, so I will hold off on that until I know for sure. But if I am able to or anyone from riot would like to look into it, I have his summoner name wrote down so feel free to ask for it and we can stop this person from ruining other peoples games in the future.

Just as a heads up, I would recommend you read the Universal Rules section of the boards located on the left side of the homepage. It gives you some good insights as to what can and can't be posted on the League Boards.

As for your inquiry about whether you are able to post the summoner name, you are unable to, as posting summoner names is considered naming and shaming as outlined in the section of the Universal Rules:

Naming and Shaming

  • If you see or hear about another person breaking the rules, in-game or on Boards, regardless of evidence, please send a ticket in to us at https://support.riotgames.com/hc/en-us/requests/new
  • Moderators will look for the following: * Personal attacks * Posts that accuse others of causing a negative in-game experience * Posts targeted at witch-hunting / naming and shaming * Posts accusing others of malicious activity * Posts that accuse others of cheating or using illegal services * Posts accusing others of trolling on the Boards

Your post is currently fine as-is, but if you were wanting something to be done about the offender you can submit a ticket into Riot Support.

Negatively calling out/reporting players is not allowed here on the boards, so posting his name here won't do anything other than getting a mod to edit it out. If you want to report these types of players, you can submit a ticket to Player Support here. You can mention the players name there.

People like who troll and don't speak in chat are really frustrating to deal with, but they do get punished. Here's a recent post of someone who did something very similar, trying to troll and stay under the radar, but he did get punished. The unfortunate thing about these cases is that it does take a decent amount of time before they are punished. Not saying anything in-game does not make this player immune to punishment, but it can make it take longer.
