There's only so much Riot can do to protect people from AFKing.

If you shield players who didn't AFK, then it will be abused. It will encourage people to try and gang up on one player to get them to AFK and "take one for the team" so that 4 players get shielded vs 1 player getting shafted. This would be disastrous and only increase toxicity.

If you harshly punish players who AFK, you may unintentionally punish someone for circumstances out of their control, like the internet going out, the power going out, etc...

Riot is trying to find that balance between discouraging AFK-ers in ranked using a system that isn't prone to abuse, but also still accommodates people who have their gaming interrupted by forces out of their control.
