however there is a difference in being bad and intentionally feeding and it looks like that teemo is unranked must be doing placement games. chances are his is just that bad/noob

Riot tends to not tell you when someone is punished or not. It's usually seen by studios as a privacy issue. The most you'll get is the pop-up in-game if your report in the last game led to their suspension.

And yes, posting links to things that show a player's name when talking negatively about them is considered Naming & Shaming and will be removed. Images with blacked out names or links to Match Histories that don't show names (careful, some do) are acceptable.

If you have video proof, start a support ticket in general questions and state it's about reporting a user. Add as much information as you can such as a link to the match history, the persons summoner name of who you're reporting, screenshots/video evidence and anything you may think is something they need to know. The person who checks it will move it on to the team that deals with the bans and such.

Keep in mind that, like TheCurator said, the Red who responds will be unable to tell you if the person gets banned or not. But if your proof is real and shows that the person was in fact feeding on purpose he will be dealt with.
