DDOS

In my latest ranked game, after about the 6-7th minute mark, I started to DC and my connection was 500 ms.. So I thought it could of course just be my internet. Upon re entering the game, my whole team was at the fountain, and the enemy had pushed into all 3 of our tier 2 turrets. Now I wouldn't say this was a DDoS if I maybe knew these people and they lived in the general area that I lived in, but I have never encountered the team I was on before until this point. And the odds of them being in the same geographic area as me is insanely slim. Also, I didn't know where else to put this besides here. My question, is there anyway to find out which of these players it was, and if so, are they able to be banned if found?
